Therefore is not surprising that for the sustainability of their lives political powers are trying to find an emergency exit. This applies in particular to non-democratic political systems. After the abolition of martial law in Poland, which took place in the period from December 13, 1981 to July 22, 1983, Polish communist authorities tried to encourage its citizens to cooperate with PRON, which was politically fully controlled by the Communist Party (PZPR) and Security Service (SB). In order not to lose control in the socio-political life of the Polish society, the regional structures of SB started an invigilation of the regional PRON committees since 1983. This work included invigilation and documentation gathering of not only the regional PRON committees activists, but also the detailed documentation of the socio-political life events. It describes the tasks and powers of the English, Northern Irish, Scottish and Welsh local authorities regarding security, social policy, management of public space and economic development. It recalls the most important Acts of Parliament on the issue and also exams how local authorities are dealing with all the services in practice. Moreover, it recounts the changes that have occurred in this area in recent years, analyzing in detail the process of replacing the traditional Anglo- Saxon ultra vires doctrine with general power of competence which is characteristic for other European countries.
