<title>Rządzeni o rządzących. Problem alienacji i niereprezentatywności polskiej klasy politycznej</title>

<description>Rządzeni o rządzących. Problem alienacji i niereprezentatywności polskiej klasy politycznej
Marzęcki, Radosław
The main object of analyses provided in the paper is one of the key problems of contemporary&#13;
Poland’s democracy, i.e. the “destructive” model of political rivalry. Action aimed at&#13;
discrediting a rival in direct “confrontation” proves more beneficial than long-term planning&#13;
resulting in realization of positive reform plan. As a result political elites cater to their own&#13;
political needs forgetting about their social role in regard to citizens. As a consequence the&#13;
gap between the society and politics grows even bigger. The society becomes more and more&#13;
depoliticized. Indicators of associating oneself with political parties are the lowest in the&#13;
whole of European Union. Most of the citizens admit they have no-one to vote for, they do&#13;
not associate themselves even with the party they are voting for the general perception of&#13;
politicians is extremely critical. It seems that it is important to put clearer emphasis on the&#13;
fact that the whole of the political stage is responsible for said negative phenomenon.

<title>Autorytet władzy – władza autorytetu. Autorytety w polskiej przestrzeni publicznej</title>

<description>Autorytet władzy – władza autorytetu. Autorytety w polskiej przestrzeni publicznej
Tasak, Agata
The main object of the analysis was to answer whether contemporary Poland faces a crisis&#13;
of authority. The notion is considered in two dimensions: authority of power and power&#13;
of authority. It needs to be determined whether we are experiencing a deep reformulation&#13;
of the very idea of authority, its meaning and function. Another key issue analyzed was&#13;
whether role models are still needed and if Poles still need them in a democratic system.&#13;
On the basis of available research it is possible to conclude that in fact role models are still&#13;
of importance or even much desired in times of crisis. It is also worth mentioning that the&#13;
authority of truth and role models of science and its practitioners are particularly worth&#13;
preserving. The correlation between the level of education and the level of trust, willingness&#13;
to cooperate and the need for authority is present in numerous studies. The conclusion&#13;
appears to be obvious: if there is an area, in which the need for revival of authority and the&#13;
master-apprentice relation is particularly dire, that area would be the authority of truth,&#13;
knowledge and education.

<description>„Znikająca lewica”. O dyskursie zawierającym diagnozę zmian polskiej sceny politycznej
Mikołajczyk, Magdalena
The article is an example of a discourse analysis dedicated to the decreasing relevance of the&#13;
left-wing politics in Poland. In the course of the article author, first, reconstructs explanatory&#13;
factors behind the phenomenon of the „disappearing left in Poland” that has been proposed&#13;
by several authors since the 90s. In the second step, author applies this framework to the&#13;
field of parliamentary politics, political discourses as well as to wider political context (i.e.&#13;
media). The explanatory factors has been classified into five groups: adaptation (adjusting&#13;
the left to the neoliberal order), denial (unsuccessful defense of leftist values and tradition),&#13;
misrepresentation (consent of the political elites of the left to changing political affiliation&#13;
of the trade unions that folated towards the conservative right), capture (exploitation of&#13;
the crucial elements of the doctrine like „welfare state” by the national- Catholic milieus),&#13;
incoherence (different ideological priorities of the „young” and „old” activists of the Left) and&#13;
eventually liked with the „vanishing voter” situation in Poland.

<title>Partycypacja publiczna i społeczna we współczesnej Polsce: pojęcie, formy, podmioty i uwarunkowania</title>

<description>Partycypacja publiczna i społeczna we współczesnej Polsce: pojęcie, formy, podmioty i uwarunkowania
Kozioł, Ryszard
Public participation, understood as activity being aimed at involving citizens and nongovernmental&#13;
organizations into the public life, into decision-making processes, the forming&#13;
of public policies and into the performance of public tasks, is one of key elements of the Good&#13;
Governance conception. Also in Poland it is possible to observe increasing an interest in&#13;
solutions, having a positive effect on a quality and the effectiveness of governing the public&#13;
sector in last years. Specially solutions based on increasing the level of efficient use the civil&#13;
potential. Amongst numerous of legislative projects, such initiatives appear as: increasing the&#13;
influence of citizens on using public funds; using available instruments of the participatory&#13;
democracy (e.g. public consultation, referendum); creating forums of the public debate;&#13;
increasing the access to public information; improving the information and the opinion&#13;
exchange between citizens and the authorities; creating or bringing into play functioning&#13;
of support units of the local self-government and the institution of the civil dialogue; and&#13;
the like. However, implementing and practical using of proposed instruments of the public&#13;
participation are coming across a number of problems: lack of interest, lack of the support or&#13;
resistance of political environments; administrative barriers; imprecise rules of functioning&#13;
of non-governmental organizations, financial-property condition of the NGO’s sector. It is&#13;
main conditioning of the public participation and causes of delays and impediments in for her&#13;
functioning and the development.
