The main areas of activity of the associations in terms of double-sided attitudes with social contribution have historically covered building close political, economic and cultural relations, development of interpersonal relations, scientific cooperation, organization of artistic events and exchange of youth. First significant political achievements of the international friendship associations were noted in the times of the Second Polish Republic, when such associations started their work, e.g. the Poland-Czechoslovakia, Poland-Brazil, Poland, Romania and Poland-French associations. In the times of the PPR, despite attempts made to return to the directions of social double-sided cooperation of the interwar period, the activity of the friendship associations has been dominated by the associative dimension of popularising the idea of the Poland-Soviet friendship. The times of the Polish Third Republic brought the return of the bottom-up initiatives on the development of international contacts based on the associations. Using the freedom of activity, the friendship associations became one of the many forms of extragovernmental international influence on the social plane, the importance and range of which remained little in comparison to the power of the institutions of public and cultural diplomacy, supported by the national resources. In the light of the events that took place in the Kiev Maidan at the turn of 2013/2014, the Ukraine issue gained significant weight for Polish rulers, political parties, and centres of creating public opinion. The solution of the Ukraine political and economic issues is a turning point for the power balance on the “Old Continent”. The author of the article attempts to assess the growing dependence of the Polish government policy towards Ukraine on the Russian factor. He also points out the resulting problems with correctly defining the foreign policy agreeing with the Polish reason of state. Too close connection, in the Author’s opinion, of the political vision of the Eastern Europe future with the rivalry with the Russian federation on the influence over this region may cause serious negative effects for our country. Sąsiedztwo z Niemcami w polityce III RP Jackowska, Natalia The perspective of 25 years of the Polish Third Republic and achieving the goals assigned at the beginning of the transformation, connected with reorienting the Polish politics allows for looking at the Polish-German relations in a broader context of European dynamics and international relation in the world, although not without the living schematics, stereotypes and habits, able to determine thoughts and decisions. Relations with Germans have stopped being a subject of superpolitical unanimity, and in the perception of further generations the historical traumas will give place to the pragmatic everyday life. The material refers to the concepts of interest community, memory and generational changes which show the scale of the change made in the Polish-German relations, as well as try to set the perspective of implementing the experiences gathered so far. In the first part of the article the author focuses on the projects of Juliusz Machulski, connected to the direct neighbours of Poland – Lithuania, Belarus and Ukraine, at that time being a part of the Soviet Union. These were developed the furthest by the concept of ULB. The second part covers Mieroszewski’s ideas on settling the relations with Russia, with regard to their timely evolution, taking place on the pages of the Paris “Culture”. The third part of the article presents the author’s attempts to prove the existence of traces of Mieroszewski’s political thoughts in the contemporary Polish Eastern politics, both in the declarative and political plane.
