In addition to intelligence and counterintelligence tasks, Polish special services also carry out
police tasks. Police tasks should be understood as detecting and prosecuting perpetrators of
crimes specified in the material property of special services.
The purpose of the article is to present the evolution of police tasks dealt with by Polish
civil special services on the example of the Office of State Protection and its successor to the
Internal Security Agency. Police tasks include, among others detecting and prosecuting perpetrators
of espionage, terrorism and corruption crimes. At the same time, special services
also deal with crimes that violate the economic foundations of the state or other crimes that
threaten the security of the state.
The author attempts to answer the question whether the tasks and legal norms in this
area are sufficiently defined and whether they cause interpretation problems in the classification
of criminogenic phenomena that should be of interest to special services. In conclusion,
the author states that these tasks require the legislator to specification of material property
from which it would be clear to which category of case related to the prosecution and detection
of perpetrators of crime the Internal Security Agency was established. This will avoid not
only conflicts of competence between services, but also specify the authority responsible for
any omissions in taking the measures.
