Abstract

The article discusses British local government’s principal front-line functions. It describes the tasks and powers of the English, Northern Irish, Scottish and Welsh local authorities regarding security, social policy, management of public space and economic development. It recalls the most important Acts of Parliament on the issue and also exams how local authorities are dealing with all the services in practice. Moreover, it recounts the changes that have occurred in this area in recent years, analyzing in detail the process of replacing the traditional Anglo- Saxon ultra vires doctrine with general power of competence which is characteristic for other European countries.
