dc.description.abstractThe new strategic framework 2014–2020 is about to introduce a new community- -led approach to bottom-up development on local level. The experience of LEADER initiatives and URBACT programmes proved that engagement of activists from civil society and private enterprises could invigorate small communities from rural areas and urban districts. The cooperation between public sector and non-public entities appeared to be an advantage of low-level projects linking formal and informal local leaders. Axis 4 of rural development programmes in 2007–2013 perspective gave new opportunities to strengthen community-based actions on rural areas and local development strategies formed by participating groups using EU-funding. In Poland 336 Local Action Groups (LAGs) with public and non-public participants in Local Development Strategies embraced circa 90% of the state’s land territory. Proposed mechanism of Communityled local development (CLLD) may become an important further step in overcoming deficiencies of top-down policies within the scope of enlarged EU’s structural adjustments and regional policies.en_EN
