dc.description.abstractIn the underground publications of the Democratic Party ‘Rectangle’, Polish Democratic Party and also associated groups and unions during the period from 1939 to 1945, much space was occupied by the problems concerned with the organisation and functions of the state authorities in the post-war Poland. The legislative power was to be vested in the parliament whose members were to be elected in the general, direct, equal, secret and proportional elections. Having full legislative competencies, the parliament would also lay out major directions of state government politics and would exert political control over the government. It was assumed that a strong and possibly stable government would act in support of the authority of the highest ranking official of the state - President of the Republic of Poland, equipped with comparatively wide scope of competencies. De-centralised executive branch of power was to be supported by the activity of local, professional and economic administration, which would perform functions of public administration. The judicial branch would have a balancing function towards the legislation and executive branch. The balance of powers was advocated, in which the three branches would control one another.en_EN
