Abstract

Radical transformations in the turn of the nineties initiated a lot of changes in political, social and economic systems. These changes were expected and desired but on the other hand they become impediment in normal functioning of part of citizens in our country. Some of us did not successfully adapt to e.g. new requirements of the labour market. This caused complications that hinder and even prevent proper functioning in society. These circumstances caused necessity of mobilization of state intervention in social assistance. In our country social welfare centres are the main producers of social assistance. Transformation of system and polish aspirations into participants in The European Union were incentives to thorough changes and they influenced the position and tasks of social welfare. Analysis of experience of different countries caused necessity of modernization system of social welfare in i.a. adaptation of legal acts in force, undertaking higher education and professionalization of social workers. Activity of social worker toward person in need is intended to brought to this transformation, when person/family will overcome difficult situations and function independently in society. However “unemployment” is the way of living of social assistance clients. What about a change?
