Prewencyjny wymiar bezpieczeństwa lokalnego w Polsce w kontekście community policing

Abstract

Główną tezą niniejszego artykułu jest przekonanie o istotnym wpływie przestrzeni na przestępcze zachowania jednostek. Celem zaś jest próba udowodnienia, iż stały nadzór i kontrola idą w parze ze zmniejszoną przestępczością, nie jest tu jednak najważniejsze ustawowe wpisanie do zadań Policji, lecz proaktywna kooperacja z obywatelem, który ze względu na swoje bezpieczeństwo powinien zauważać zachowania niepożądane, zachować czynną postawę i zgłaszać je stróżom prawa. Koncepcja community policing (CP) łączy się w tym wypadku z modelem policjanta powszechnie dostępnego dla obywateli, który wspólnie z członkami danej społeczności próbuje odnaleźć rozwiązania problemów.

The main thesis of this article is the conviction of the significant influence of space on criminal behavior of individuals. The aim of it, in turn, is to demonstrate that continuous surveillance and control go hand in hand with reduced crime, but the introduction of it to the traditional police task is not fundamental, rather a proactive co-operation with a citizen who, due to his or her safety, should actively observe undesirable behaviors, keep an active attitude and report it to law enforcement. The community policing (CP) concept is linked to a model of a police officer commonly available to citizens who, together with the residents of a community, is trying to find solutions to problems.
