National regulatory authorities are expected to achieve the objectives of common telecommunication
policy (to contribute to the development of the internal market, to promote
competition, and to ensure the provision of services which are important for the public interest).
The application of such a decentralized model of implementation of community law demands
coordinating activities and actions taken by national regulatory authorities. Therefore,
EC regulatory framework for electronic communication assumes the functioning of a network
of coordinated subjects. Such network comprises first of all national regulatory authorities,
and Commission and national competition authorities. Moreover, the EC directives concerning
electronic telecommunication provide for the adjustment of sector-specific regulations to competition
law and include gradual liquidation of regulatory remedies in the telecommunication
sector. It is, therefore, assumed that the functioning of the telecommunication sector in accordance
with the effective competition rules will not necessarily result in the state’s involvement
with the form of sector-specific economic regulation.
