The last 5 years have brought significant changes in legal regulations of primary importance
for the judiciary in Poland. For the subjective sense of legal security of a citizen, his conviction
that he is duly protected by the legislator is of key importance. From this perspective, not
only the content of legal norms, but also the process of their creation should be considered
relevant from this perspective. Therefore, justifications of bills that can be described as the
voice of the legislator itself are important for the legislator’s understanding of the motives
and reasons for changing it. The purpose of this article is to determine whether and how significant
for the subjective legal security of justifying draft bills of significant importance for
the functioning of the Polish justice system.
